This Tier Never "Advances"

Sovereign States are endpoints.

There are no more than 7 Sovereign States at any time.

The ladder works both ways.

Tier Demotion Triggers:

Automatic Demotion: - GI_state drops 2+ points below tier minimum for 30+ days - Multiple Lotus Cycles within 6 months - Catastrophic integrity violations - Economic collapse (GDP drops 50%+) - Mass citizen exodus (>30% in 30 days)

Relegation Process: 1. Warning issued by Cathedral 2. 60-day grace period for correction 3. Emergency support provided 4. If uncorrected → demotion by 1 tier 5. Lotus Cycle initiated 6. Recovery pathway established

Note: Demotion is not punishment — it is recalibration.

Fallen State

Merged State

  • Rare but possible
