Whale Limits: Any MIC governance rail caps effective voting power per entity at 1% unless unlocked by wide quorum.
State/Corp Forks: License forbids coercive surveillance or human scoring systems.
Open Governance: Foundation is transnational; no single host state jurisdiction governs the protocol.
