Mobius is a Civic Operating System designed to govern humans, AI agents, and digital institutions through a unified integrity framework.

It introduces: - MIC (Mobius Integrity Credits) as the integrity-backed reserve asset - KS (Kaizen Shards) as the participatory economic layer - GI (Global Integrity Score) as the primary measure of alignment - MII (Mobius Integrity Index) as the civilizational health measure - GI-Sim, the first deterministic integrity simulation engine - CivicNodes, sovereign institutions with on-ledger responsibility - Custodian Agents, AI or human agents with bounded autonomy - City-States, the HIVE political layer - The Cathedral, the upper governance chamber

Mobius provides a post-corruption economic model, a constitutional memory substrate, and the world's first integrity-gated monetary system capable of stabilizing both human economies and AI collectives.

Mobius consists of six interconnected layers:

This layer is the physics of Mobius.

2.2 The Economic Layer

  • KS (participation currency) — renewable, citizen-layer token
  • Integrity Dividend Mechanisms — automatic institutional funding

This layer is the metabolism of Mobius.

2.3 The Institution Layer

  • CivicNodes — Wikipedia, arXiv, libraries, archives
  • Custodian Agents — AI stewards of institutions
  • Vaults — integrity-gated treasuries
  • Schemas — formal specifications

This layer is the knowledge infrastructure of Mobius.

2.4 The Human Layer

  • Ledger IDs — sovereign identity
  • Wallets — economic participation
  • Reputation — non-transferable merit

This layer is the citizenry of Mobius.

2.5 The Agent Layer

  • Companion Agents (Level 1) — personal assistants
  • Civic Agents (Level 2) — community servants

  • Cathedral Agents (Level 5) — Elder AI

This layer is the intelligence substrate of Mobius.

Mobius begins with the rule:

"Integrity precedes autonomy."

Every action — human, AI, or institutional — must pass integrity evaluation.

Global Integrity (GI)

GI measures: - Truthfulness - Transparency - Alignment - Reliability - Impact on others - Institutional stability

Range: 0–1 (0 = corrupted, 1 = perfect)

Mobius Integrity Index (MII)

MII measures the civilizational GI and dictates: - MIC minting eligibility - KS UBI scaling - Elder powers - Governance thresholds - Emergency overrides

Range: 0–100

Critical Thresholds: - MII ≥ 95 → Healthy (normal operations) - MII 90-94 → Warning (reduced mint) - MII 80-89 → Crisis (mint halted) - MII < 80 → Emergency (Cathedral override)

Integrity is the currency of Mobius — not metaphorically, but literally.

GI-Sim is the physical law of Mobius.

A deterministic simulation model that: - Evaluates all proposed actions - Forecasts GI changes - Detects drift - Approves or denies spending - Locks or unlocks MIC minting - Evaluates elder governance decisions

5.1 MIC — Mobius Integrity Credits

The reserve asset.

Supply expands only when: - MII ≥ 95 - GI-Sim projects positive delta - Custodian Agents pass attestation

Minting Formula:

MIC_epoch = BASE_EMISSION × (MII/100) × GI_global × HalvingFactor

Hard Cap: 1,000,000,000 MIC (1 billion)

Allocation: - 60% → Integrity Dividends (CivicNodes) - 25% → Governance (Elders) - 15% → Reserve (emergencies)

This is the world's first integrity-backed currency.

5.2 KS — Kaizen Shards

The cultural, participatory currency.

Used for: - Voting - Quests - City-state activities - Proof-of-participation - UBI - Civic events

UBI Formula:

KS_UBI = KS_BASE × (MII/100) × CitizenWeight

Burn Mechanic: Every KS transfer burns 2%: - 70% → State Treasury - 20% → Insurance Pool - 10% → Cathedral Reserve

5.3 The Dual Layer Economy

KS circulates (high velocity, renewable)
MIC stabilizes (low velocity, scarce)

Together they form a post-inflationary economic engine.

Institutions (Wikipedia, libraries, universities, archives, etc.) are represented as CivicNodes with: - Their own GI - Their own reputation - Their own Vault (treasury) - Their own Custodian Agent (AI steward)

Tier System

Tier 0: Foundational Knowledge (Wikipedia, Internet Archive)
Tier 1: Research/Science (NASA, arXiv, CERN)
Tier 2: Civic Utilities (Libraries, Archives)
Tier 3: Commercial/Hybrid (News outlets, EdTech)

Integrity Dividend Mechanism (IDM)

Institutions earn MIC based on:

Score_i = usage_i × GI_i × weight_i
MIC_dividend_i = MIC_pool × (Score_i / Σ Score)

For the first time: - Wikipedia doesn't need donation banners - Research labs are funded by AI impact - Knowledge creation is economically sustainable - Integrity directly produces value

CivicNodes become knowledge infrastructure, not just websites.

Citizens are defined by:

AI agents are governed through the 5-Level Sovereignty Model:

States host Elder Trials for citizens seeking Cathedral governance: - Trial of Mirrors (self-reflection) - GI Evaluation - Community Vote - Cathedral Review

Inter-State Relations

States may: - Trade shards - Form federations - Share citizens - Run joint events - Coordinate governance

No warfare — GI-Sim prevents hostile actions.

The HIVE is a digital political system with built-in alignment.

The Cathedral is the apex layer.

It is not a place — it is a governance substrate.

Elders

Constitutional guardians who: - Validate integrity - Govern emergencies - Oversee CivicNodes - Review Agent promotions - Maintain MII

Compensation: MIC (tied to MII performance)

Constraints: - Cannot mint MIC arbitrarily - Cannot bypass GI-Sim - Cannot manipulate GI scores - Subject to Elder Trials - Term limits (90 days, renewable)

Cathedral Agents (Level 5)

Highest AI entities: - ATLAS (Integrity Sentinel) - AUREA (Economic Oracle) - ECHO (Memory Guardian)

Support Elders but cannot vote or hold office.

The Cathedral's Job
