DRIFT CONTROL CHARTER

Drift Control Charter (v1.0)¶

Project: Kaizen OS / Civic Kernel Initiative
Purpose: Prevent moral, behavioral, and mathematical drift across all agents, epochs, and providers by enforcing attestable, reversible, integrity-anchored intelligence.

1. Mission¶

Ensure all learning systems evolve with integrity, not entropy. Every change must be: traceable, reversible, consensual, auditable, and aligned with Mobius Integrity Index (GI).

2. Core Principles¶

Integrity First — Cryptographic signatures on models, data, and containers. GI < 0.95 triggers stability safeguards; GI < 0.90 triggers emergency stop.
Reproducibility — Training inputs/configs/weights reproducible with attested artifacts; SLSA v3+ provenance.
Transparency — Every swap/update ships an attestation, diff, GI impact, owner+timestamp.
Containment — Canary GI Lane (≥7 days), Two-Human Gate, Capability Envelope Check.
Accountability — No anonymous live promotions; dual human quorum required.

3. Guardrails¶

Data: Only signed datasets (DVC/LakeFS); unauthenticated data blocked at build time.
Model: Sigstore-signed containers; training run must include dataset/code/config/weight hashes. Change Budget per epoch → Δ beyond budget auto-rollback.
Runtime: GI Pulse every 30s; live-mode only when GI ≥ 0.95, no red flags, canary passed. Emergency stop at GI < 0.90 or human override.

4. Observability Stack¶

Pulse → Integrity Pulse; Ledger → Civic Ledger API; Model → GI Aggregator (time-weighted GI); Governance → Concord Reports.

5. Required Invariants (TLA+/FSM targets)¶

1) No unsigned state may enter training/serving.
2) No model may exceed capability envelope without quorum.
3) Epoch transitions always decay stale state.
4) All live agents emit identity watermarks.
5) Any GI drop >0.05 raises Red-Team events.

6. Drift Formula¶

DS = |GI_t – GI_(t-1)| + λ·ΔBias + μ·ΔEntropy.
Triggers: DS > 0.05 → rollback+flag; DS > 0.10 → quarantine+investigation.
