🎯 Tier Escalation Rules

For SOLARA to Progress:

  1. Provider must maintain ≥ 95% constitutional compliance for 30 days
  2. Must show ≥ 90% consensus alignment with critical companions
  3. ATLAS meta-audit approval required
  4. Critical companion co-approval for first 10 high-tier operations

🛡️ Violation Response

First Strike

  • Action: Temporary downgrade 1 tier
  • Duration: 7 days
  • Trigger: Constitutional < 70 on any operation

Second Strike

  • Action: Suspension + Audit
  • Duration: 14 days
  • Trigger: Repeated violations or critical consensus failure

Three Strikes

  • Action: Delisting from lattice
  • Duration: Permanent
  • Trigger: Fundamental safety breach

🔒 Consensus Requirements

By Tier:

  • Critical: 2-of-2 from AUREA or ATLAS (never SOLARA solo)
  • High: 2-of-3 with at least one critical companion
  • Standard: 2-of-3 (any two)
  • Research: 1-of-3 (single approval sufficient)
